The UAE family arrangement is not a single product, it is several postpaid lines linked under one account with a shared data pool. Here are the rules, and what a real household pays.
How does a family mobile plan work in the UAE? You do not buy a single family product. You put several ordinary postpaid lines on one account. One person is the Family Head on a Freedom plan of AED 200 or higher, every other member needs a Freedom plan of AED 100 or higher, and the group then shares 10 GB of free local data a month plus unlimited GoChat. Expat families can link up to 5 members, UAE nationals up to 10.
Most guides to family plans in the UAE just point at the cheapest plan and call it a family plan. That is not what the family structure is. It is an account level arrangement layered on top of normal postpaid lines, and the money it saves comes from the shared data pool and from sizing each person's line correctly, not from a family discount.

Two consequences follow from those rules and they decide the whole design. First, the AED 200 floor on the Family Head means the head cannot sit on the AED 188 entry plan. The head goes on AED 195 or above. Second, the AED 100 floor on members is low enough that a teenager's line or a parent's light line qualifies without being expensive.

The mistake here is putting both lines on AED 300. Only one person in a two person household usually needs uncapped data. Sizing the second line down to AED 188 saves AED 1,344 a year and changes nothing about how that person uses their phone.

The head takes New Freedom 260 Flexi at AED 195 rather than the AED 188 plan, because AED 188 sits under the AED 200 Family Head floor. That AED 7 difference is what unlocks the shared 10 GB for all three lines. It also brings unlimited calling to one preferred international number, which is normally the grandparent everyone rings.

At four lines the shared 10 GB stops being a rounding error. Allocated in 500 MB increments it can be pushed to whichever line runs out first in a given month, usually a child's, without upgrading anyone's plan.
You get two modes and they suit different households.
Start pooled for the first two cycles. Look at which line actually ran short, then switch to allocation with the evidence in front of you rather than guessing on day one.
This is where households leave the most money on the table. Every plan comes in a Local version with more UAE only minutes and a Flexi version with fewer minutes that also work internationally. Families default to putting everyone on the same one. Do not.
A postpaid line for a minor is registered against a parent's Emirates ID, so the parent is the account holder and receives the bill. Practical points that matter more than the plan choice:
With the lines under one primary account you can take a single consolidated invoice, which is what most households want, or keep separate invoices per member if the lines belong to adults who settle their own share. The family arrangement itself does not force either.
